Europe’s digital dependence costs €265 billion a year. What we lacked was a tool to measure it. That is how the IRN was born, and France-IX has just refined it for its data transport component.
The IRN (Indice de Résilience Numérique, or Digital Resilience Index) grew out of a realisation: organisations do not know how dependent they are on foreign digital players. They know it, but are unable to measure it for lack of an accessible tool, convention, label or standard.
Launched in January 2026 at Bercy, the French Ministry of the Economy, the IRN was initiated by David Djaïz, Yann Lechelle and Arno Pons with the ambition of giving organisations the keys to map their digital vulnerabilities and act.
The approach is structured around eight pillars: software, data, infrastructure, technology assets, in-house skills, governance, resilience to shocks, and the ability to migrate between providers. Each criterion receives a score, aggregated into an overall score out of 100.
In its original form, the IRN can come as an Excel file. Useful for large groups supported by specialist consultancies, but far less practical for a CTO on their own. Especially when you want a quick, clear answer on what to improve.
That is exactly the gap France-IX decided to fill.
More intuitive, this IRN calculator gives you a reading of your resilience level, and even a small badge to download at the end to illustrate your presentation, email or message, one that will urge you to hurry up and reduce your company’s vulnerabilities (or congratulate you, who knows).
So, do you want to know where you stand? It is free, and in a handful of minutes you will have a score with recommendations and visibility on your network dependencies.
Calculate your IRN: France-IX’s IRN calculator.
