As a non-profit association, France-IX needs to gather up its members once a year so that members can close its accounts and renew its board committee. This event is usually a one-day free event held in Paris, but due to the current COVID-19 pandemic the 2020 General Meeting will be replaced by a virtual session on:





The programme for the session will be developed to include important organizational updates from the President of France IX Services, Franck Simon, regarding the merger with Rezopole announced recently, in addition to the traditional approval of the financial statements and renewal of Board members. The programme will be scheduled as follows:

The vote, via the SIMPLYVOTING platform, is open until December 15, 2020, at 3.30 pm, Paris time. Members will be able to vote thanks to a login and password sent by the platform.


The General Meeting (GM) is a key event for France-IX members. It provides them with direct information on France-IX’s activity and results, gives them the opportunity to approve the financial statements and appoint or reappoint members of Board committee. To make things easier and in order to enable the greatest number of members to participate, France-IX is providing its members with the option of completing all procedures online.

All members at the date of the General Meeting are invited to vote
The following rules apply:

• One vote per company is allowed, regardless of the number and level of services activated or the number of AS networks connected to France-IX. In other words, a member with a 200Mbps service has one vote and a member with multiple 10 Gbps services for one or several of its ASN has one vote as well. 
• One vote per company is allowed, regardless of the number of cities where its services are activated. In other words, a member who peers in Paris has one vote and a member who peers in Paris and Marseille has also one vote.
• One vote per company is allowed, regardless of the number of different agreements with France-IX. In other words, a member with a peering agreement and a reseller agreement has one vote. 
• Companies with a peering agreement can vote, as well as companies with a reseller agreement. However, companies who peer via an interconnection service (LU-CIX, LyonIX, SFINX, Top-IX, TouIX) and marketplace providers cannot vote. 

A quorum of 25% of voting members is required, according to the articles of the association, so that the implication of the members is very important.

At the end of each fiscal year, France-IX presents its financial report during the GM. In 2020 this presentation will be done virtually. Members are invited to vote in order to close the accounts by answering with yes/no to the question “Do you validate the accounts for 2019-2020?”. Members are also invited to renew 2 Board seats which terms are ending. The resumes and cover letters of all candidates are posted on France-IX’s online voting platform, along with video presentations when available. Please take the time to review them before voting. The candidates who receive the highest number of votes will be elected to the board committee. France-IX provides members with an online voting solution. The service is available from Monday, 30 November to Tuesday 15 December until 3.30pm, CET/Paris time. Vote results will be announced on Tuesday 15 December, at the end of the day on our website. Please note that voting by mail is not accepted.
By November 30th, France-IX members receive the elector ID and password by email sent to their elector email address (by default, the peering email address as displayed on France-IX public members list). 
The link to the online voting system is https://franceix.simplyvoting.com.  By following this link and entering your elector ID and password sent by email, you will access directly the votes. Click on each one and you can submit your vote in seconds. It is simple, fast and easy. 
Once your vote is recorded, the results are encrypted and stored in a database. Your company is then considered as “voted” and is not eligible to vote again for the same elections.

France-IX’s General Meeting is a private event reserved exclusively for its community. By default, only members, partners, sponsors and guests invited by France-IX have the right to participate. France-IX reserves the right to refuse any registration of a non-member.
